Can I change which hard drive my programs are being installed on?

You won't be able to move any folders which have programs installed in them, the only way to free up this type of space is to uninstall the program and re-install it on the D drive. You can however re-direct your Documents, Downloads, Pictures etc folders using the following method:
- open Windows Explorer and navigate to Windows>Users then select your user account
- you will see a list of Contacts, Desktop, Documents, Downloads and so on. 
- Right click on any of these folders and go to "Properties"
- Go to the "Location" tab and change this so it is on your D drive
- Windows will store all the files on your larger drive and this will free up space on your C drive
